I’m a go ahead and throw this spicy take out there: It’s not about the anthem and everybody knows it.
The same thing happens with entirely arbitrary “dress codes” at bars/clubs that are either clearly aimed at black people (no baggy clothes, stuff of that ilk while white bros wearing flip flops and tank tops are totally fine), or are enforced only for black people.
Some bars keep you card physically when you open your tab. Others will run it first to connect it to a tab, then charge it when you close out for the night.
It’s common at bars in the US, not restaurants.
To answer your questions: Yes and it’s pretty much the norm. I wasn’t even aware you can have a tab open without the establishment holding your card.
I’ll admit to doing this (stepping out of a moving vehicle, not the dancing part) in my trucks when I am looking/hearing for u-joints or some other undercarriage noise. I just walk beside the truck. *Granted, I put into 4-Lo and in 1st gear on a parking lot with no light polls and a soul as far as the eye can see.*
