because surviving the zombies is not the hardest part of any zombie fiction. Its surviving the other survivors thats tricky. The zombies are just a framing narrative to emphasize the douchbaggery of people
I say the more human deaths you have, the more zombies will "smell" you and track you more often.. for grievers, make them follow him around, at least a few, so hes never in a perfect spot to just gank and can be seen a little more easily.. or at least have it be for beginning, grievers get a train of zombies chasing…
The developers would have to resort to developing some gameplay. Probably using all that money they made.
Because that requires better AI coding, more system to keep players engaged and generally is far more work then 'let's let assholes entertain themselves by being assholes to other assholes.'
DayZ is still in alpha, but for many, it already features many key elements necessary for a "perfect" zombie game—or at least, it comes somewhat close. Obviously, the developers have a lot to improve on, but as many of you know, it's the players in particular that ruin/enhance the experience.
Was the snake face drugs PSA on TV around that time too? I think it got at its most ridiculous when Cartoon All-Stars to the Rescue came out in 1990.

They create within the constraints of the hardware they're designing it for, and for multiplatform releases this means designing for the lowest common denominator.
the developers have a budget, the combined effort of the internet doesn't.
