I think that’s what is different about people who commit crimes at young ages. They can be rehabilitated. This woman is obviously not a threat to society, and in that sense might be said to have "paid her debt" to society. 

I bet the state gave all sorts of tax breaks for locating there. Time to claw that back from Tesla!
