You should actually read the article. This doesn't have anything to do with the anonymous reporting form, this involves police reports, which are a totally separate thing.
There was a case in the news recently about a woman who was convicted of making a false report after claiming to have been raped. Then, sometime later, the cops caught a serial rapist who like to photograph his victims, and guess whose photo they found? The "false reporter".
