As long as they do that for other groups, yes. The university is state run, which makes it a government entity, and the government isn’t allowed to restrict speech of one group but give another a public forum.

It’s just the “public” part that matters, there are only a tiny handful of colleges that don’t receive federal funding in one form or another. Public universities are govt entities, and that’s the critical distinction. That’s also why you can FOIA them, which you couldn’t do for a private university.
