Are you sure they were talking about the Syrian regime and not ISIS? Secretary Kerry used the term to refer to what’s happening in eastern Syria and western Iraq, and the regime has definitely committed crimes against humanity, it just wouldn’t appear to me that genocide is one of those crimes.
