There's a fundamental misunderstanding of how evolution works in the argument of this article. Evolution doesn't streamline traits that are useless. It certainly can, but that's not evolution's function.

@Dave J.: You get a doppler shift in the radio signals to and from the ship. They would send and receive very slow communication on the way there, but really sped-up signals on the way back. Overall, by the time they reached Earth again, they will have gotten all of the signals.
