As Jesus pointed out I forgot the stat about 40% of those 11.4 millions as Visa’ed and overstayed... that leaves about 60% perpetually illegal or those who did not qualify for amnesties. This still means a few million through illegal crossing in the last 20 years since the last large amnesties....
