This was my reaction as well. Weird that the AV Club missed it.

Just finished it. I really enjoyed it, but mostly because I just love this world and am happy to keep returning to it. And it definitely gains steam as you get into the final episodes. They really stick the landing, IMHO.

True Story: I worked with Hader and Mulaney about 5-6 years ago on a series of web videos for Volkswagen (I write a lot of their commercials). Hader came on board and insisted on having Mulaney be a part of the production and help write/throw out jokes, as Bill wanted to improv a lot of the setups. I can easily say

Highly recommend the Audible version. Norm reads it himself and hearing it in his voice is a real treat.

C grade seems awful high, considering the tone of the review.

I have high hopes for this. Jake Szymanski is one of the more talented and original directors working (Ferrel Old Milwaukee ads, BEEF) and Efron is proving to be a solid comedic actor. The addition of Stephen Root only makes me more optimistic.
