They did pretty much reveal that in Winter Soldier though, the surprise is more for Tony than it is for the audience (the ones who picked up on it anyway). Still has much more impact than the Martha bollocks.

In the first Avengers film Cap finds a bunch of Hydra weapons, Fury is pushed by the World Security Council (featuring Powers Boothe as Gideon Malick who shows up as a head of Hydra in AoS) telling him to push forward with developing them.
There were definitely hints in place.

Laughed my ass off at this episode from that beautifully long opening shot all the way to Archer asking if Shapiro had Krugerrands. The jokes kept landing, the animation in the three way fight was fantastic, and who are those two cops? This was easily an A for me.

Michael Rosenbaum is still my favourite Lex, even when compared to Hackman, he just had the right air about him.

I like the recurring thing in the MCU of authority figures not getting that Thor can't be controlled or ordered, the guy's a frickin' god and they just assume that Tony or Cap can get him back whenever they want.

Or possibly because a superhero register would mean his name would be known to everyone, and also the location of his daughter. I see it as similar reasons to Hawkeye joining Team Cap, they want to keep their anonymity.

Zemo's and the mother's point isn't that they didn't try to save civilians, it's that regardless of how much they try they still failed to save everyone.
Tony sees that as a failure, whereas Cap sees it as an inevitability.
