Entire point of Indycar switching to spec format was to keep the cost down for existing teams and make it financially accessible for newer teams. It also stabilized the competition between larger and smaller teams.

As far as DRS-enabled passes can feeling artificial, well that’s because F1 drivers are only familiar with road course style racing, which predominantly features passing on tight corners. What F1 needs is American oval tracks. Where the passing can feel dramatically less artificial.
