Scraping the grates isn’t the same as scraping the burner tubes. And running the burners on high for an hour (not something I’d recommend personally) doesn’t get rid of any build-up in the tube holes.

You omitted a step. Take a wire brush and clean the burners. The holes can get clogged with the drippings. Cleaning them will ensure a more even flame across the burner and thus better heat distribution.
