Up until he takes off his helmet that first time , he IS the perfect Dredd. And then the whole thing changes in tone, and it becomes a Sylvester Stallone film that happens to be based on Judge Dredd comics. It's not especially UNfaithful; it's just a different character.
That said: although I really liked 2012's

Stallone's biggest weakness as an actor has been his tendency to OVER-act… which is a flaw you can only have if you're actually acting in the first place.

Stallone has said that his disappointment over losing the acting Oscar was basically washed away by the Best Picture win, because the full film is more important than it's parts.
