No it isn’t at all -- the whole idea behind The Doctor’s exile to Earth was to trim production costs.  And honestly, I think the whole kerfuffle is nerdly overthinking it.  Though granted, Chibnall has played it for publicity like a PR Jedi Master. (Or should that be Missy?)

They’ve been written by Gene Luen Yang,with Faith Erin Hicks picking up script duties for the next that kicks off in December. They’re both excellent writers in their own right, and worked on the stories closely with DiMartino and Konietzko.

They’ve been doing pretty good coninuations of both Avatar and Korra in graphic novels for a while now.

OK, take my wallet now but I hope Samuel L. Jackson and Clark Gregg are going to have limited screen time because the digital botox-ing is weirdly distracting.
