Not quite. Soejima sensei uses Paint Tool SAI for pretty much everything except final polishing. For that he prefers Photoshop since it has better tools for color grading and enhancement.

Except that in overwatch, the skins are a permanent addition to your collection, and shaders, as stated, are not. In Destiny your gear IS your skin, shaders are there to dye or change the look of a specific piece of gear- and that gear is constantly changing. Instead, Bungie should be selling shaders as permanent…

You’re right in that ultimately all of this cosmetic stuff is meaningless, but at least in Overwatch once you have a skin it is yours. It’s not like you can only use it for a dozen battles before it’s gone. It would be less egregious if you bought it once and it was reusable.

The difference is that when you change your skin in Overwatch, you don’t lose the previous skin and have to unlock it all over again.
