I suspect the reuse of at least somer literal assets isnt rare. The closer in time a sequel is, the more likely it will be to reuse assets. The classic example would be annually released sports games.

I haven’t actually played Majora’s Mask, so I don’t know whether it was an improvement. I was just pointing out your argument that a game relying upon assets from a predecessor is by definition not better than the predecessor is false. Such a game can be better, although that may not be the case with Majora’s.

That makes OOT more important, not better. Taking mechanics from an earlier game and adding things is a common way to make sequels, and if the added elements are improvements, the sequel will be better.
