This is a ridiculous argument. Japan in particular does a GREAT job at not only reducing all crime, but gun crime specifically. Gun homicides have been hovering near single digits for years, all of it gang-on-gang. The average citizen has little fear of violent crime in general, gun crime specifically.

The reason there is no paved highway is it is remote and the terrain is terrible, at terrible altitudes. Not much reason to build roads over 16,000 foot mountain passes.
