No, it is quite easy for foreigners to naturalize in Japan. Live in Japan 5 years, have no criminal record, take a name that can be written in Japanese, be able to speak/read Japanese at the same level of an elementary schooler. It’s not difficult at all, and I personally know many who have done it.
