Why? Germany will be the one to take the hit and they functionally control the EU. If the tariffs coincide with the EU punishing the UK for Brexit via tariffs, Germany will lose the majority of its export market. The UK and US make up the majority of their export sales.

It depends on the goal of the tariff. If the point is to make the tariff so high that the EU says fuck it and negotiates to lower their auto tariffs, that is good. If it is just a signal to his base, that is bad. 

These are trade deals, not necessarily free trade deals given that quick google shows there are still some tariffs between various of the nations you mentioned. There is a difference. Free trade means zero barriers. Negotiated trade deals mean that you negotiated where you will and won’t be protectionist.
