I think it is shit idea to reduce the standards, but if I am correct about how they are implemented, it likely doesn’t have good legal standing.

This seems like it won’t hold up on appeal. If the original regulation was made via executive fiat, there isn’t a discernible legal ground to actually stop it beyond some judge opting to legislate from the bench. Something being “good” isn’t a strong legal argument.
