You literally have to live with someone who smokes in the house and in the car for 30 years before medical science begins to find a correlation in cancer rates. Walking by a smoker isn’t any more deleterious than taking a breath in LA, New York, or any other large population center.
They don’t “include it.” It is already part of the product. In the same way, they don’t include caffeine in coffee. It exists there unless you take it out.
And second hand smoke is basically meaningless unless you are in an enclosed area. Since we don’t allow people to smoke indoors pretty much anywhere now, the argument is pointless (except for the few places where you are allowed to do so).

Yeah, I agree to there should have been penalty shot, but if you’d rather have the penalty shot than what you thought was going to be a goal, that isn’t an unreasonable plan. The ref botched it.
