The developers of Hex did work on the WoW TCG, as far as I know Hearthstone was made by Blizzard itself. Point was, that if Hearthstone took ideas from the WoW TCG then technically they are copying the people who copied MTG.

There is such thing as a "two weeks" notice. Although, I don't know if that's just a thing from where I'm from (Canada), but even then it's just a courtesy.
