There is a very easy answer to this. Have two categories for atheltics, an unrestricted natural T level category (currently considered mens) and a restricted natural T level category (currently considered womens).
XX women do NOT have more than 10 nm of testosterone. That’s the whole point. She is XY, and produces male levels of testosterone, which completely explains her level of performance.
She was not denied the right to compete flat out. With the old testosterone level rule she could either lower her natural T level and compete with women or she could compete with the unrestricted natural T level athletes (men).
