Ssetup automated drone transport hubs in the suburbs then people can fly in and out of the city to work. Once they land they can take any number of vehicles to work. 

Then I would say the next obvious step is taking to the skies. Yeah, drone transport. Maybe not everyone has one but if you split the traffic between the ground and the sky things will get a lot better.
