No, not pure water. It needs solute ions to carry current. But it is polar and has a pretty good dielectric constant. Something like 65 MV/m IIRC.
Pure water has a good dielectric strength but is non-conductive. Resistors do have a conductivity, R=1/G. Jus sayin’
