For example, the fuel gauge doesn’t register that you’ve filled up the tank until you’ve ridden a mile or so.

That is a good idea and I can see that is where we are heading. I know Cadillac used to have a chime reminder for people when they left their signal on for more than a mile. Maybe an idiot chime would work for people who don’t turn their lights on.
