Then he roofies the heroes' fantastical city-base and special forces, and then he sets himself up as a (fake) superhero to get sex. The worst he ever receives is a couple of slapped faces and a kick in the nuts. He's treated as comedy

Ba'al from SG-1. Spent the last 3,000+ years ruling as a God-Tyrant over dozens, or even hundreds of human worlds.

Maybe not too "lovable" (he does have CW-level good looks) but Grant Ward is a special kind of highly-trained highly-psychotic stalker. He's been faking sanity for so long even he believes the lie to the point he's rationalized his bad deeds as something positive.

Picard didn't know how to properly deal with Q. Just saying.

He is a pretty funny guy, but jeebus is Crazy Larry extremely dangerous in every episode of Burn Notice he's in. I'm happy he never bothered to rise to the occasion and become like Michael's CIA boss.
