You don’t say where you are, but if prosecutor indicated that voting “no bill” meant that no one could ever be indicted down road, (s)he botched that too (on purpose or no). A decision not to indict doesn’t function as a dismissal with prejudice after someone’s been charged with crime(s).

Grand Jury isn’t actually a trial, so even if they voted against charging the officer and 10 years later a new prosecutor decided to charge said officers it wouldn’t be double jeopardy.

Since a Grand Jury doesn’t bring a sentence there should be no double-jeopardy to worry about no matter the case. It seems unlikely that a second jury would be brought to consider most cases, but I think they can legally do so..
