You need to understand software development. Rollouts are staged in “branches” that are planned weeks in advance. Bug fixes are assigned to individual branches. Branches are merged when they are considered stable. They release, then they merge in the next branch, release. And so it goes. It’s not as linear like it…
Which device? I’ve never had trouble rearranging apps on any iPhone in 11 years. Never ever ever. And iOS 13 has now added a contextual menu that you can choose instead of relying solely on long-presses to enter the wiggle mode.
