Not surprising. It’s freaking fantastic.

I wouldn’t stress over it too much because it only requires level 18 “legit” anyway. Considering most end-game perks take level 40+ to obtain, this places it around the early-midgame range from a “progression” standpoint so it’s not all that out of reach.
