I think the writing of Tobias is similar to the writing of Mr. Smithers. In seasons 1 and 2, they got off on him being oblivious, and by season 3 they were taking the character to its extreme, which seems natural. (I'm not saying I agree with it; I'm saying this is how TV shows evolve.)

@eric827:disqus Ordinarily I'd say you're right, but (a) they love Julia (and indeed who doesn't?), and (b) they love pay TV. If Curb can get a nod each year, and Nurse Jackie got one, I think Veep has a pretty good chance.

I wonder if the first draft of this script was really good, the way Nottingham had a good script that was turned to shit by the production process. I mean, it had to have gotten green-lit for a reason, right?

I haven't rewatched the later seasons recently, so I'm reacting from memory. But my impression of the later seasons are that (a) the guest stars started to detract from stories about the main cast, and (b) the plots got a lot more cartoony.
