The difference is that ps4 games were actually running on ps4 dev kit with specs similar to the actual ps4 and not on high end pc lilke the xbone demos.

Speaking as a software developer, it is entirely possible for you to see a noticeable graphical leap if you offload the rendering work to cloud servers. The main issues that people will run into for a system like this are

I remember seeing a video where a guy got his friends to freak out about him showing up to a mall, saying he was an actor who just got a big role in the new (at the time) Amazing Spider Man movie.

This kinda goes back to something I've been saying, seems like Next Gen really is "the same games as before but now true 1080p and Ultra detail settings turned on". At least for now, considering games like AC4, Watch Dogs, and CoD Ghosts are cross-gen.
