No it's been released on Blu-ray before about 3 or 4 years ago. Got mine from Best Buy, it is not an import.

I would argue that it's terrible quality voice wise, but better written script wise, I was finally able to understand what was going on near the end with the technobabble they throw at the end. But the original dub is the best voice acting quality.
