Why the hell would anyone spend $25k on this when they could get a Focus ST, Golf GTi, or BRZ/86 for the same kinda money..?

No. Speed is a function of engine and gearing. Cruise control will vary the throttle to account for inclines and declines, so you’ll hear variations with engine effort. But maintaining the same speed, in the same (high) gear, means the same engine RPM.
I’m sure the owner of this vehicle was all about that stance life and laughing when they tried to overtake traffic before hitting a tiny bump in the road and losing control. Probably quickly stopped laughing too.
