GM didn’t really hide anything. The ignition switch was redesigned/fixed years before the first fatality was reported. The problem was that those original engineers didn’t realize the safety implications of the problem. Once GM discovered that the early ignition switches were the problem, they issued the recall.
My understanding of the locking ignition switch though was that having absurd amount of weight on your key chain aided this. Most test vehicles wouldn’t have been tested this way. It wasn’t in the initial design process that they chose to skirt the law.
