It is very costly to test vehicle emissions while driving and there are a great many variables that are difficult to duplicate from test to test.
They have dynamometer cells in their building - many of them, that they use to do the emissions testing.
The only reason VW could afford to make their diesel available on lower trim cars was because they didn’t spend the money for development AND the urea injection components necessary to actually meet the standards.
