However, I am doubtful that this partiuclar still is from a still photographer.  They tend to be photojournalist types and not underwater cameramen.  This is likely lifted off of the underwater camera used for the shot.  OR it was a rigged water tank…

I would suspect it is from a different take/angle that was not in the final cut but made a much better still.  The amount of time it would take to setup an underwater shot like that (stunts/lighting/effects/camera) would usually mean a lot of shots/takes.
