I don't really see it that way. Detroit really doesn't have a lot of superheroes that made the city their home. Robocop is a shining example of what the city strives to be. Lots of other cities have statues of the superheroes that were said to live there. I find it quite fitting.
I had problems with that sentence, too. "Everyone donated to get a statue..." Meaning that they donated for the Robocop statue, not to get a mini version of their very own.

I'm not sure. I watched quite the collection of movies and shows in a short period of time. That sounds like the same scene though. I thought it was a movie, though. Perhaps the same scene is represented in several different shows?
