No, building a wall on one’s own border is done nationally. The effects of the wall may be felt by people beyond that, but the wall will not extend into international territory.

And no one turned the whole of the United States, or any other country, into a concentration camp. In order to participate in something on an “international scale” does not require that. Indeed, if the whole of a country did something it would be national, not international.
