I like Miranda Otto, but she gets lost in any scene when ANYONE else is there. Just disappears. I found myself on several occasions wonder who this new character was, later realizing it was Eowyn and she had already been established.

I think she was handed a bad rendering of the character and then approached it the wrong way? Maybe too much like a stage actress, zeroing in on the emotional instability and banality on an already weaker version of the character? Like Liv Tyler isn’t the strongest character actress, but she totally got who Arwen…
I know that Otto is a good actor, but her quavering butt-chin as Eowyn was all I could focus on.
