Um, you're assuming that a gas tax is the only way to boost prices. It's not. It's the most obvious and politically dangerous one though, and that's why Obama said he was against it. Taxes also need to be approved by congress, and can be repealed accordingly, and therefore less than ideal to Obama as well.
