It was supposed to be but they wanted Odo to spend most of the arc with Kira and he couldn't be doing both things at the same time. So it fell on Bashir to solve the Founders disease (which to me makes more sense, since it was created by Section 31. Odo has no ties to them where Bashir has lots)
