True but unlike the SpaceX, other ULA, ESA even some Soviet launches, they didn’t follow it until satellite deployment, since the “customer” asked them not too. It’s believed to be a geosynchronous satellite which likely means communication intercept rather than spy camera.

It isn’t like people wouldn’t know about the launch. Do you think that people aren’t going to notice a giant rocket on the launch pad taking off? Do think that, if they don’t say anything, no one will ask them about it?
