Have you replaced any o-rings? My last Subaru did that when it was below freezing. The seal would shrink enough and start sucking in air.

Cool! Old Vespa’s are a ton of fun. I had a restored Primavera ET3 with a Malossi 133 kit and pipe and a P200e with everything. The 200 was no longer was a fun cruiser but it was a great bike to scare yourself with.
