That's assuming your heat is coming from electricity as well. Natural gas heating is usually cheaper than electric, so you'd still be spending more to heat your house with incandescents. Obviously this depends on your local rates and house though.

Any modern CFLs do not buzz. They're electronically ballasted and cycle above 20 khz so they're well beyond any normal person's range of hearing. If you did hear them, they would be incredibly high pitched, not buzzing like the 60 hz magnetic ballasts of cheaper tube-style fluorescents.
