It’s basically a road trip with two guys driving around, visiting other characters. It shouldn’t be this hard.

The actual root of the problem is that the system was built on the cheap, with only two tracks (one in each direction) per tunnel. If they’d built it with a third track, repairs could be performed one track at a time while maintaining two-way traffic.
