They should do what Agents of SHIELD did last season (and sort of this season); Three somewhat connected story arcs, about 6-8 episodes each. That keeps the more moving more quickly, and actually allows for some character development without getting bogged down in the minutiae of a 22 episode arc. 

It seems most of the Arrowverse has pipes...lest we forget (And Jeremy Jordan nails this):
