I don’t think any Sony system is region locked, I know Vita systems are not.
Check out the Dragon Quest special edition, it may change your mind if they decide to bring it to the States. I’m getting a 2DS XL at some point, but I want to hold out for a special edition this time around. I’m on something like my 5th 3DS at this point, no rush.
