Only if there's a dialtone, yes —- if it's silent, it may not be connected in a way to technically allow a 911 call to be completed, even if the line has voltage.

yah but often digital TV worked like crap - especially rural areas who could be living more than 80+ miles from a tower where it doesnt work at all. most of those low-income could have given up but didn't want to pay for pay-tv (cable/sat/etc)
