Since its a Japanese poll, I think they're talking mostly about the Japanese adaptations of anime and manga. According to this list of anime and manga movie adaptations, there have been hundreds of Japanese adaptations, with only about 4 Hollywood adaptations that were actually made and aren't in development hell.

Its the trailer for the book the anime will be based upon, not the anime itself. The anime will be made by Trigger, so you can probably have a good guess at what the show's final level of insanity will be. These are the same guys who made a show where mecha the size of the universe throw galaxies at each other.

This will be done by Trigger, who are the kings of meta-jokes. They actually made their own tribute to Axe Cop, called Inferno Cop, and it actually outdoes Axe Cop in "making shit up on the fly" insanity. All done with the least possible animation. Yeah, the otaku pandering stuff has gotten out of the hand in the past few years. I can probably count on one hand the number of series in the past few years that didn't pander to Japanese otakus' ridiculously niche tastes, and those are typically the ones that I've enjoyed and watched, or am watching, to the end.
